This is basically the same as with The Exchange getting Shin Ultraman right?

Would they be the ones who control who gets the home video license here?

It sounds like whoever it would be would have to negotiate through them, with the additional possibility that this company, if they have no understanding of the general anime market, may be expecting potential home video licensors to pay the amount that someone like Criterion Collection would pay for Ozu's films (when Criterion and Arrow currently consider physical distribution of anime below their notice, though they'll license it for streaming), but maybe above what Sentai, Discotek, or Animego can hope to afford, leaving only Crunchyroll, GKids, and All the Anime as our only hopes.

It is not mentioned in the article, so I might be wrong, but wasn't Angel's Egg originally a Lupin title that got cancelled?

I believe you're conflating Oshii projects. As I understand it, Oshii had an idea for a Lupin feature where Lupin wouldn't appear for most of the film because he was outside of it and trying to steal reality. Oshii has had Lupin touch on religious themes with episode 10 of part 6 "Darwin's Bird", but even there he isn't dealing with the same sort of concerns seen in Angel's Egg, which has more to do with the nature of faith itself.
